revisions are required to the grading and drainage plan. A permit is required form the Lower
Rum River Water Management Organization. Mr. Trudgeon advised some minor changes are
required to the landscaping plan. Density transitioning is required along the eastern boundary of
the site. Existing vegetation within the tree preservation area appears to satisfy the transitioning
requirement. The lot to the south, Lot 1, Block 1, Clemens 2"a Addition, is currently vacant.
City Code does not require density transitioning measures when a proposed residential
development is adjacent to a vacant parcel. However, that lot was just recently created with the
intent of constructing a single family home on the lot. If the City Council wishes to require
additional landscaping long the southern boundary line, some revisions to the site plan and/or
plat may be necessary.
Community Development Director Trudgeon noted there have been discussions regarding the
architectural elevations in work sessions. The applicant has submitted several revised color
building elevations, which have been provided to the Council. At the work session, Council
requested elevations with two separate garage doors per unit, which are included. Staff also
asked the applicant for another version with only one garage door for comparison. While the
applicant has made several revisions to the original black and white elevations, staff is still
recommending a few additional changes, including wrapping the brick and shakes around the
side of the building, extending the covered walkway on both sides of the building, and including
a decorative fence along the covered walkway. Staff would ask the Council to give staff the
ability to work with the applicant to add architectural elements. There are performance standards
that must be met, and staff is confident they can continue to work with the applicant. All
building permits will require staff review before the permit is released.
Mr. Trudgeon indicated the Planning Commission reviewed the preliminary plat and site plan at
their September 7, 2006 meeting. The Commission recommended denial of the Comprehensive
Plan Amendment and Rezoning requests, but did want to provide some comments on the plan
and site plan in the event that the City Council is inclined to approve the plat. The consensus of
the Commissioners was that the current plan was an improvement over the previous plan that
showed eight townhome units. Based on this, the Planning Commission recommended approval
of the preliminary plat and site plan, with further review of density transitioning requirements for
the site. Mr. Trudgeon noted that the City Council reviewed the preliminary plat and site plan at
the September 26, 2006 meeting, and tabled the project to a work session for further discussion
of zoning and land use surrounding the property. The Council discussed the proposal at the
October 10, 2006 work session and directed the developer to prepare revised building elevations,
which have been discussed. During the Council work session there was also discussion of the
units being lowered from six to four units, which the developer indicated would not work. The
meeting minutes are all included in the packet for review. Mr. Trudgeon advised if the Council
would like to consider approval there is a motion ready for consideration; however, the
Comprehensive Plan Amendment and Rezoning would need to be addressed prior to the
preliminary plat and preliminary site plan.
Mayor Gamec indicated he will be abstaining from the vote on this case due to his daughter and
this gentleman working for the same company.
Mayor Gamec left the Council dais. Councilmember Elvig resided as Acting Mayor.
City Council / November 14, 2006
