They do not seem to have an opportunity to do anything in between <br />those two rates because the fare boxes are not set appropriately. He is leaning towards the $4.50 <br />rate, partly so they do not hinder their neighbors to the north and require the Rail Authority to <br />scramble for riders. <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the Joint <br />Powers Agreement for Ramsey Star Express Commuter Coach Service subject to legal <br />terminology as approved by the City Attorney, and to direct staff to proceed with setting the <br />$4.50 rate. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br />Case #1: Introduction of 2007 Schedule of Rates, Fees and Charges and Call for a <br />Public Hearing <br />Councilmember Jeffrey inquired about the commercial park dedication fee listed on p. 10. <br />Finance Officer Lund replied this should be corrected to state 2006 adopted - $4,600/acre; <br />proposed increase - $1,138; 2007 proposed - $4,738/acre. She advised utility rates are proposed <br />to increase in the areas of recycling, sewer, street lights, storm water management, and water. <br />Sewer rates are being increased for the first time since 2002. <br />Councilmember Elvig requested clarification that the new erosion control escrow is an escrow, <br />rather than a fee. <br />Finance Officer Lund replied it is an escrow that would be retuned once everything is complete. <br />Mayor Gamec indicated he has received phone calls regarding erosion control fences that are <br />stuck in the ground. <br />Community Development Director Trudgeon replied staff works with the builders to be certain <br />the fences are maintained and removed. <br />Councilmember Elvig noted the escrows will help in this regard. <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to introduce an <br />ordinance adopting the 2007 Schedule of Rates, Fees and Charges and calling for a public <br />hearing. <br />City Council / November 14, 2006 <br />Page 6 of 31 <br />
