<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />ST ATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, July 25,2006, at <br />the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />City Engineer Steve Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 6: 13 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Economic Development Billings <br /> <br />City Attorney Goodrich requested direction from Council on whether HSP & Associates is <br />authorized to continue working for the City in relation to the China economic development. He <br />indicated staff has received some of the requested information, and is still seeking additional <br />information from Vern Hegg. Mr. Goodrich explained Mr. Hegg has stated he has been <br />authorized to proceed with additional projects beyond what was authorized by the Council, and <br />has charged the City for this work. Direction is needed fromthe Council on whether the HSP & <br />Associates is authorized to continue working on behalf of the City from this day forward. <br /> <br />Councilmember Jeffrey stated the organization should not be allowed to work on behalf of the <br />City until the outstanding issues are cleared up. <br /> <br />City Council Work Session / July 25, 2006 <br />Page 1 of5 <br />
