Sidewalk/Trail improvements are included in the Council's packet. The cost is fairly sizable at
approximately $54 per foot for just the sidewalk portion of the project. The boardwalk portion
of the project would be eligible for the Trail Fund. The issue is how to finance this project.
There are about 80 feet of frontage on most of these properties. Some thoughts are to assess a
portion of the project. Another thought is that a sidewalk is a fairly attractive improvement to
the property and they may want to consider assessing for the concrete aprons on the bituminous
drives, although this could not likely be done on the concrete drives, as they already have
concrete. A possible assessment amount for this would be $10 per square foot.

Councilmember Elvig noted this was a request submitted by a few residents. He inquired if
easements would need to be purchased to proceed with these improvements.

City Engineer Jankowski responded in the negative.

Councilmember Elvig suggested the residents be informed these improvements are being
considered by the Council.

Councilmember Cook suggested it should determined how the improvements would be funded
prior to holding a public hearing.

Councilmember Olson noted as the City grows and there is more traffic the City may receive
more requests like this.

Mayor Gamec stated the entire project should be assessed, as this is not part of the trail system
and is not an MSA street.

Councilmember Cook suggested a portion could be assessed, as this project has value beyond the
neighborhood.

Mayor Gamec directed staff to include this topic on a future work session for further discussion.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 7:02 p.m.

Respectfully submitted,

City Council Work Session / July 25, 2006
Page 4 of5
