<br />Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-09-310 <br /> <br />A RESOLUTION IDENTIFYING FINDINGS RELATING TO A REQUEST BY SKYLINE <br />PARTNERS, LLC TO AMEND THE COMPREHENSIVE PLAN OF THE CITY OF <br />RAMSEY <br /> <br />WHEREAS, on January 9, 2006, the City of Ramsey (the "City") received a request for an <br />amendment to the Comprehensive Plan from MN Skyline Partners, LLC, (the "Applicant") for the <br />purpose of changing the land use designation from Low Density Residential to Medium Density <br />Residential in the Comprehensive Plan for the three unplatted lots to the southwest of Alpine Drive <br />and Nowthen Boulevard, legally described as: <br /> <br />That part of the north half of the Southeast Quarter of Section 23, Township 32, Range 25, <br />Anoka County, Minnesota, described as follows: Commencing at a point on the west line <br />thereof distant 523.00 feet south from the northwest comer thereof; thence south along the <br />west line thereof a distance of 209.00 feet; thence east and parallel with the north line <br />thereof a distance of 1100.32 feet to its intersection with the centerline of County State Aid <br />Highway No. 5 (Nowthen Road) as the same is now laid out and traveled; thence <br />northwesterly along said centerline a distance of 239.81 feet; thence west and parallel with <br />the north line thereof a distance of 98~.4 7 feet to the point of commencement. <br /> <br />Subject to an easement for road purposes over the northeasterly 33 feet thereof as measured <br />at right angles to said centerline, according to the United States Government Survey thereof. <br /> <br />Subject also to easements, restrictions and reservations of record, if any. <br /> <br />Also <br /> <br />That part of the north half of the Southeast Quarter of Section 23, Township 32, Range 25, <br />Anoka County, Minnesota, described as follows: Commencing at a point on the west line <br />thereof distant 285.00 feet south from the northwest comer thereof; thence south along the <br />west line thereof a distance of 238.00 feet; thence east and parallel with the north line <br />thereof a distance of 981.47 feet to its intersection with the centerline of County State Aid <br />Highway No. 5 (Nowthen Road) as the same is now laid out and traveled; thence <br />northwesterly along said centerline a distance of 273.08 feet; thence west and parallel with <br />the north line thereof a distance of 846.13 feet to the point of commencement. <br /> <br />Subject to an easement for road purposes over the northeasterly 33 feet thereof as measured <br />at right angles to said centerline, according to the United States Government Survey thereof. <br /> <br />Subject also to easements, restrictions and reservations of record, if any. <br /> <br />(the Subject Property) <br /> <br />AND WHEREAS, the Comprehensive Plan approved in 2001 shows the designated land <br />use for the Subject Property is Low Density Residential which allows up to 3 dwelling units per <br />acre; and <br />
