<br />Also <br /> <br />Lot 3, Block 1 Haubrich Addition <br /> <br />(the "Subject Property") <br /> <br />WHEREAS, on December 30, 2005, the City of Ramsey received a sketch plan from <br />Skyline Partners for a plat to be named The Oaks; and <br /> <br />WHEREAS, on February 2, 2006, the Planning Commission reviewed the sketch plan; <br />and provided comments regarding the plan including the fact that they did not support a <br />comprehensive plan amendment for this property; and <br /> <br />WHEREAS, on March 12,2006, the City Council reviewed the sketch plan and provided <br />comments, expressing their general approval of the concept and concerns with the density on the <br />south side of the plat; and <br /> <br />WHEREAS, on June 6, 2006, the Developer submitted a complete preliminary plat for <br />Skyline Pointe to the City; and <br /> <br />WHEREAS, on July 10, 2006, the Planning Commission conducted a public hearing and <br />recommended the City Council deny the preliminary plat based on the concerns with traffic and <br />the inadequate reasoning for a density increase; and <br /> <br />WHEREAS, on July 13, 2006, the Park and Recreation Commission recommended park <br />dedication and trail fees be satisfied through cash in lieu of land and construction of the trail on <br />the south side of Alpine Drive outside of the plat boundary will be credit eligible; <br /> <br />WHEREAS, on August 8, 2006, the City Council tabled the application and directed <br />staff to work with the Anoka County and the developer to explore alternatives for re-aligning the <br />intersection of Alpine Drive and Nowthen Boulevard, to explore alternatives for pedestrian safety <br />on 151 st Lane, and to take a closer look at the traffic created from this development; and <br /> <br />WHEREAS, on September 26, 2006, the City Council approved the request to rezone the <br />Subject Property to Planned Unit Development to allow development of the property with <br />detached townhomes; and <br /> <br />WHEREAS, on September 26, 2006, the City Council approved the request for a <br />comprehensive plan amendment to increase the density of the north three parcels of the proposed <br />plat; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA; <br /> <br />RESOLUTION #06-09-311 <br />Page 2 of3 <br />
