<br />Case #3: <br /> <br />Staff Update <br /> <br />The EDA reviewed the Staff Update. <br /> <br />Member Kiefer inquired about the status of the building next to Amoco that was up for auction. <br />Economic Development Coordinator Sullivan replied the building did not go to auction and is in <br />limbo at this time. <br /> <br />Youth First use ofNAU Building <br /> <br />Assistant City Administrator Nelson reported Youth First has been doing programming for the <br />kids at Oak Terrace Estates in the storm shelter on site. There is not sufficient heat in the storm <br />shelter and it is no longer an acceptable location to run the programming. Youth First had <br />looked at running the programming out of a trailer located at Oak Terrace Estates, but the trailer <br />did not quite meet code requirements. One option that has been discussed is the NAU building <br />located on Highway 10. There are two separate spaces in the building that could be separated by <br />a wall; the cost to partition the building would be approximately $6,000 to $7,000. The City <br />does not necessarily have a mortgage on the property, but if the City allowed Youth First to <br />utilize a portion of the space in the building they would forego any lease on that portion of the <br />building. She explained there would be a reduction in revenue by allowing Youth First to utilize <br />this space. Ms. Nelson suggested one thing to consider is that Youth First utilizing this space <br />could be a solution for this winter. Youth First does not have a lot of equipment and things to <br />move into the building, and if the City were to decide at such time that it was no longer a good <br />idea for Youth First to utilize the space there would not be a large investment that would need to <br />be removed from the building. <br /> <br />Economic Development Coordinator Sullivan advised this is a business and economic issue to <br />consider. There are parties interested in the space; these are a car rental facility and a well <br />known car dealership. The question before the EDA is whether this is a good cause and an <br />important part of the community. Revenue on these Ralf buildings go to the Ralf program, but <br />the City would receive money from the property taxes. <br /> <br />The Board discussed the use of the office space by Youth First and the possible amount of time <br />the building would be used by Youth First. <br /> <br />Economic Development Coordinator Sullivan indicated leases on Highway 10 are revisited on a <br />yearly basis; Youth First's use of this building could be evaluated on an annual basis also. <br /> <br />Motion by Member Schindel, seconded by Member Kiefer, to recommend Youth First utilize the <br />NAU building for the Oak Terrace Estates Program. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Steffen, Members Schindel, Kiefer, <br />LeTourneau, and Strommen. Voting No: None.
