<br />CASE #1 <br /> <br />TITLE: <br /> <br />ELECTION OF OFFICERS <br /> <br />BY: <br /> <br />HRA Executive Director, Sylvia Frolik <br /> <br />INTRODUCTION: <br /> <br />State Statutes require that HRA's elect officers from the Board of Commissioners. The <br />HRA By-Laws require appointment of officers annually. In addition, Councilmember <br />Pearson no longer serves on the HRA. <br /> <br />DISCUSSION POINTS: <br /> <br />The 2006 officers were as follows: <br /> <br />Chairperson Mary Jo Olson <br />Vice-Chair Commissioner David Jeffrey <br />Secretary/Treasurer - Commissioner Al Pearson <br /> <br />No commissioner may hold more than one office. The Chair presides over all meetings <br />and signs official documents on behalf of the HRA. The Vice-Chair performs the duties of <br />the Chair in the absence ofthe Chair. <br /> <br />The Secretary-Treasurer keeps meeting minutes, maintains official records and documents, <br />and has custody of all funds. The Secretary-Treasurer also presides over meetings in the <br />absence of the Chair and Vice-Chair. With the approval of the majority of the Board of <br />Commissioners, the Secretary-Treasurer may delegate the duties of secretary and treasurer <br />to City Staff members or consultants. The duties of the Secretary-Treasurer include, but <br />are not limited to, keeping the minutes and custody of all funds. In the past, the duties have <br />been delegated to the City's Finance Officer and Timesavers, Inc. <br /> <br />ATTACHMENTS: <br /> <br />~ Proposed resolution to delegate certain duties of the Secretary-Treasurer. <br /> <br />STAFF RECOMMENDATION: <br /> <br />~ Elect HRA Chair, Vice-Chair and Secretary-Treasurer. <br />~ Adopt a resolution authorizing the Secretary-Treasurer to delegate the duties of <br />recording meeting minutes to Timesavers, Inc., and maintenance of HRA funds to <br />the City Finance Officer. <br />
