Timeline <br />Applications must be completed and submitted no later than 3 PM on Thursday, January 29, 2026. <br />Submit ONE completed application per project/activity thru the Neighborly Portal. <br />December 12, 2025 <br />Application Schedule <br />*Schedule subject to change as needed* <br />Application portal (Neighborly Online Application Portal) opens for submissions at <br />8:00am. <br />December 17, 2025 In -person Application meeting 10:30am to 12:00pm at the Anoka County Rum River <br />Library. 4201 6th Avenue, Anoka, MN 55303 <br />Jan. 29, 2026 Application portal (Neighborly Online Application Portal) closes for submissions at 3:00 <br />pm. <br />March 10, 2026 Anoka County HRA Management Committee review of projects/activities. <br />April 10, 2026— 30-day public comment period on recommended CDBG projects/activities — to be <br />May 11, 2026 published in Anoka County Union. <br />April 28, 2026 Anoka County HRA public hearing. <br />May 12, 2026 County Board approval of 2026 Action Plan. <br />May 2025 Applicants receiving funding need to submit a copy of their financial audit, management <br />and compliance report, current certificate of liability insurance, waiver of subrogation, <br />and UEI number to the Community Development Department. <br />May/June 2026 Funding Agreements are circulated to all parties for signing. Agreements will not be sent <br />until the financial and insurance documents noted above have been received by the <br />Community Development Department. Environmental Review completed. <br />July 1, 2026 Program year begins. Project expenses cannot be incurred or reimbursed until HUD <br />approves the Anoka County Action Plan and releases the funds historically sometime <br />between July and October. <br />3I <br />
