CC Regular Session <br />Meeting Date: <br />01/13/2026 <br />Primary Strategic Plan Initiative: Strengthen and enhance our identity, brand and image. <br />5. 27. <br />Title: <br />Adopt Resolution #26-018 Approving MN Historical and Cultural Heritage Grant Agreement and Contract <br />Services <br />Purpose/Background: <br />The City of Ramsey received a grant from the Minnesota Historical Society in the amount of $39,500. The grant <br />funds will be used to hire a consultant for the following scope of work: <br />Design and Document a Concrete Path and ADA ramp to the front door; and <br />Design and Document Heating and Air Conditioner Installation; and <br />Design and Document an ADA Historic Period Bathroom; and <br />Assessment of the Existing Floor Beam Bearing. <br />This will be the first phase of the renovation project. Once the architectural/engineering and mechanical plans are <br />completed and approved by the State, the City Staff will contact the MN Historical Society to seek guidance as to <br />the best way to complete the project. It may require breaking down the project into smaller renovation phases, <br />which will require applying for additional smaller grants, or it may require applying for one large grant. <br />Whichever the outcome, City staff plans to apply for an additional grant for fiscal year 2027. <br />As part of the required grant process, City staff obtained three (3) proposals from contractors to submit along with <br />the grant application. Proposals were submitted by LHB, ESi and Leo A Daly; each of which are on a <br />recommended list from the Minnesota Historical Society website. The proposals are attached for your review. <br />Recently, ESi contacted staff to withdraw their proposal. Staff met with the businesses and reviewed the <br />proposals. Staff recommends the hiring of Leo A Daly to complete the scope of work. <br />Notification: <br />Not Applicable <br />Time Frame/Observations/Alternatives: <br />The consultant will start the project in February 2026, with completion no later than May 1, 2026. Once the <br />project is complete, then staff can begin the process of applying for the next round of grants for fiscal year 2027. <br />The large grant (over $20,000) application is due in July 17, 2026 and the small grant applications are due <br />throughout the year. <br />Funding Source: <br />Minnesota Historical and Cultural Heritage Grant in the amount of $39,500. <br />Recommendation: <br />Approval of Resolution #26-018 for the grant agreement and contractual services <br />Outcome/Action: <br />
