The following violation of the terms and conditions <br />of your license, specifically a violation of City Code § 26-753(1), is alleged to have occurred at G-Will <br />Liquors, located at 5427 Alpine Dr NW, Ramsey, MN 55303, on the following date: <br />November 25th, 2025: <br />• Failed a tobacco compliance check conducted by the Ramsey Police Department, namely, a male <br />under the age of 21 entered the store and attempted to purchase a tobacco product from the clerk <br />David Williams. David requested identification, which was provided, showing that the person was <br />under 21 years of age; the sale was then made for a tin of Copenhagen Wintergreen Long Cut <br />costing $10.69 at 12:12 hours. The Officer monitoring the sale spoke with David, and issued him <br />a citation. <br />Additional information regarding this violation can be found in the attached Compliance Check Form. <br />Based on this alleged violation of your tobacco license and City Code § 26-752 and Minn. Stat. § 461.12, <br />subd. 2. you are hereby notified that the City will proceed with a hearing regarding the violation and <br />related monetary fine on Tuesday, January 13, 2026, at 7:00 pm at the Ramsey City Council meeting held <br />in the Council Chambers located at City Hall, 7550 Sunwood Drive NW, Ramsey, MN 55303. <br />At the hearing, you may be represented by counsel or a person of your choosing and shall be given the <br />opportunity to be heard and present evidence. If the City Council finds that a violation of your tobacco <br />license has occurred pursuant to Minn.
