Councilmember introduced the following resolution and moved its adoption: <br />RESOLUTION # 26-022 <br />RESOLUTION APPROVING POLICE DEPARTMENT UNMANNED AIRCRAFT <br />SYSTEM (UAS) POLICY #804 <br />WHEREAS, the Police Department Policies exist to give standards for staff conduct, ensure <br />fair and effective policing, build community trust, comply with laws, guide decision making and <br />actions, promote transparency, and provide accountability for Peace Officers; and <br />WHEREAS, the City Council and staff desire to implement a UAS program; and <br />WHEREAS, the Police Department has budgeted to purchase a UAS in 2026; and <br />WHEREAS, the UAS will be used in Public Safety operations to aid in response, protection, <br />and safety for Ramsey residents as well as Peace Officers; and <br />WHEREAS, the Police Department accepted a donation of a UAS from a fellow Minnesota <br />Law Enforcement agency in 2025; and <br />WHEREAS, the Minnesota State Statute § 626.19 s-10 states that a written policy <br />governing the use of the UAS must be developed and adopted prior to the purchase or use of a <br />UAS; and <br />WHEREAS, the Minnesota State Statute § 626.19 s-9 states that an opportunity for public <br />comment must be provided; and comments were requested at the City Council Meeting Public <br />Hearing on November 10th, 2025, as well as requested via email or mail to the Police Department. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) Adopts Police Department UAS Policy #804, effective January 13, 2026. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />
