<br />Preliminary Plat and Site Plan Review: Ebony Woods <br />August 31, 2006 <br />Revised: September 22, 2006, December 20, 2006 <br />Page 2 of6 <br /> <br />. <br /> <br />Planned Unit Development, shall preserve 50% of the land as open space, and restrict <br />impervious (rooftpp and pavement) to 25% of the lot area (or up to 35% with a Conditional <br />Use Permit). It is also noted that the maximum structure height in the Overlay District is 35 <br />feet. This parcel is over 800 feet from the Mississippi River. <br /> <br />4. Lot Size and Dimensions: The proposed twinhome lots are all 40 feet in width with the <br />exception of Lot 6, which is. 44 feet wide. The R-2 Residential District requires 50-foot lots <br />for twinhomes. A reduced lot width may be permitted as part of the PUD, if approved by the <br />City Council. All proposed lots exceed the minimum lot size for twinhomes of 7,000 square <br />feet. <br /> <br />5. Density: The subject property is approximately 1.1 .acres in size. The Medium Density <br />Residential designation allows for 3-7 units per acre. The sketch plan proposes 6 units which <br />equates to a density of 5.5 units per acre. This density is acceptable if the comprehensive plan <br />amendment and rezoning requests are granted. <br /> <br />6. . . Setbacks: The R - 2 District requires a front yard, side yard, and rear yard setback of 30 feet, 10 <br />feet, and 30 feet respectively. All the proposed units exceed these requirements. <br /> <br />7. <br /> <br />Open Space/Impervious Surface Requirements: The draft Mississippi River Overlay District . <br />regulations require a minimum of 50% open space and a maximum of 25% impervious <br />surface. 35% impervious surface is permitted with a CUP. The site plan shows 71 % open <br />space in the yard areas for the twinhome units, resulting in 29% impervious surface. As the <br />Overlay District requirements are not yet effective, staff feels the submitted plat meets the <br />intent of the open space and impervious surface requirements. It should be noted that current <br />river regulations limit impervious surface to 30%, which the plan meets. <br /> <br />8. Architectural Standards: The R-2: Medium Density Residential district requires the following <br />architectural requirements: <br />1) The front fac;ade of structures shall consist of a minimum of35% brick, stone, or stucco. <br />2) A minimum of three colors shall be used for each structure. Also, an effort should be <br />made to vary colors among structures. A color palette is required as part of the site plan <br />approval and building permit approval process. <br />3) All structures shall include at least 2 of the following items: <br />a. Articulated/cantilevered fac;ade <br />b. Dormers <br />c. Articulated roof line <br />d. Balconies, porches, or decks <br />e. Window Treatments <br /> <br />The City Council has reviewed your proposed plat and site plan several times, and <br />directed you to prepare revised building elevations.
