He explained Mr. Hunt's land is part of the Rural Reserve <br />Area, not this Central Rural Reserve Area that is being discussed. <br /> <br />Councilmember Cook explained Mr. Hunt's land in the Rural Reserve Area falls under the 4 in <br />40 requirements, and it has also been discussed whether the Comprehensive Plan should include <br />the 4 in 40 in the future. He suggested if Mr. Hunt wants to change his area he should get <br />involved with the Comprehensive Planning process and put out a statement as to what he wants <br />to see the City look like. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to accept the final draft of <br />the Central Rural Reserve Study as an official planning tool for the City of Ramsey and forward <br />the completed Study to Metropolitan Council. <br /> <br />J <br />Motion carried. Voting No: None. <br /> <br />Case #9: <br /> <br />Roller Device Ordinance; Case of City of Ramsey <br /> <br />Management Intern Gladhill reviewed that the Council introduced the proposed Roller Device <br />Ordinance. Staff has prepared two versions of the ordinance. The first option includes Subd. 4 <br />which includes exceptions and states the Roller Device Ordinance does not apply to strollers, <br />wheelchairs, or wagons. The second option includes a statement in the definition that the <br />ordinance does not apply to strollers, wagons, or wheelchairs. <br /> <br />. <br /> <br />Councilmember Cook suggested the word wheelchairs be changed to mobility devices for <br />. handiCapped or mobility challenged. <br /> <br />Councilmember Elvig noted this ordinance came about because of Town Center, but his concern <br />is in pushing the pendulum too far. It used to be that bikes were the way to get around, but he <br />sees more and more people using inline skates to get across town. As the parks and trail system <br />are developed with access to these areas there will be a lot of people that will choose to go with <br />rollerblades; inline skates are really used as a mobile device as much as bicycles. He expressed <br />concern with this ordinance limiting a fun way of access to different parts of the City, especially <br />in the downtown area. - <br /> <br />Mayor Gamec requested clarification that this ordinance will not apply to trails. <br /> <br />Public Works Director Olson replied this ordinance will apply south of Sunwood Drive, east of <br />Armstrong Boulevard, west of Ramsey Boulevard, and north of the Burlington Northern-Santa <br />Fe Railroad tracks. The ordinance does not exclude these uses on the public streets; it just <br />applies to sidewalks and the public spaces like the parking ramp. . <br /> <br />. <br /> <br />City Council!
