3 <br />CITY COUNCIL WORK SESSION <br />Topic Report: City Administrator Search -- Proposal Review and Selection of <br />Executive Search Firm Finalists <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />On December 12, 2006, the City Council directed staff to issue a request for proposals (RFP) <br />for executive search firms to assist the City with a recruitment for a new city administrator. <br />Staff has received 10 proposals in response to the RFP. Proposals were submitted by the <br />following firms: <br />• Personnel Decisions International (Minneapolis, MN) <br />• Bennett Yarger Associates (Sacramento, CA) <br />• Slavin Management Consultants (Norcross, GA) <br />• Sathe Executive Search (Minneapolis, MN) <br />• CPS Human Resource Services (Madison, WI) <br />• The Waters Consulting Group, Inc. (Dallas, TX) <br />• The Mercer Group, Inc. (Santa Fe, NM) <br />• Springsted Incorporated (St. Paul, MN) <br />• The Brimeyer Group, Inc. (Hopkins, MN) <br />• Kuehl & Payer (Storm Lake, IA) <br />As there are numerous proposals and some are quite lengthy, in addition to providing <br />members of the City Council with a copy of each proposal, staff has endeavored to summarize <br />eachproposal. The summaries consist of the search firms' responses to key questions they <br />were required to answer as part of the RFP process. <br />In reviewing actual proposals or summaries, it may be prudent to note that overall, the <br />executive search firms that submitted proposals seem to offer the same (or very similar) core <br />services. Those core services tend to fall into the following categories: creation of a position <br />profile (a position profile illustrates the organization and community and describes the basic <br />responsibilities and duties of the position, reporting relationships, education requirements, and <br />experience necessary); identification and recruitment of candidates; screening applicants; <br />progress reports; reference and credential checks; interviews and selection; negotiation; and <br />follow -up. In the event that a firm has not listed a service that the City Council would like <br />performed, that consulting firm may provide that service for an additional fee. <br />
