Background: <br />RAMSEY'S 2008 SKATE PARK PLANNING PROCESS <br />By: Mark Riverblood, Park's Supervisor <br />CASE #1 <br />The purpose of this case is to begin, and organize the planning process for the Skate Park <br />proposed for 2008 within the Parks Capital Improvement Program (CIP). It is also an <br />opportunity for the Commission and staff to familiarize themselves with design choices, <br />terms, site selection criterion and other considerations associated with skate parks. <br />Observations: <br />The proposed Skate Park has been shown in the Parks CIP for many years; with previous <br />locations identified as either being within the hockey rinks at Central Park, or Ramsey <br />Elementary. The logical place now appears to be within the Town Center area — at a <br />specific location yet to be determined. (However, the timing of many elements and <br />funding allocations do need to be sorted out. Therefore, the draft schedule below may be <br />optimistic for initial placement within Town Center. Assuming the skate park elements <br />are modular, they may be located in different park and later relocated.) The $75,000 <br />shown within the 2008 CIP can probably be considered as an allocation for purchase of <br />modular components and not site development (E.g. parking, landscape etc.). ' The <br />following is a draft of how the project may be broken out by Park and Recreation <br />Commission activity; <br />o January '07: Planning begins; review skate parks in general, identify general <br />considerations and timeline for planning process. Become familiar with Roller <br />Device Ordinance (prohibiting skateboarding etc. in certain areas of Town <br />Center). <br />February: Review pros and cons of other facilities; identify scope of project <br />(E.g. Tier 1, Tier 2 or Tier 3, BMX uses etc.). Discuss user and Town Center area <br />demographics. <br />o March: Receive presentation by local vendor /designer(s); prepare draft list of <br />amenities and factors crucial to success of project (E.g. proximity of restrooms, <br />minimum separation from residential units). <br />o April: Identify general site, begin to reconcile as necessary with existing Town <br />Center park plans; revise project timeline. <br />o May: Discuss youth participation in specific event selection and layout. Revise <br />overall schedules as necessary. <br />o June: Tour a facility in use (possible joint meeting with Council), <br />
