COMMISSION BUSINESS
Case #1: Summary of 2006 Parks Capital Improvement Projects Completed
Parks/Utilities Supervisor Riverblood explained the Capital Improvement Program (CIP) is used
to budget and plan for completing improvement projects in the City. The park improvement
program is an integral part of the overall CIP program. Several projects were scheduled for 2006
and were approved for construction by the City Council. They will be started in the fall of 2006
and operational before the end of the 2006 -2007 school year.
Parks/Utilities Supervisor Riverblood made a PowerPoint presentation to the Commission.
Phase 3 — Elmcrest Improvements
2006 CIP Allocation - $55,000
The costs include irrigation, sprinkler heads and valves and Dwarf Honeysuckle.
Parks/Utilities Supervisor Riverblood indicated they can reduce maintenance costs by having
shrubs in the boulevard that will need trimming every three to four years compared to mowing
everything.
Commissioner Hansen asked if there will be a problem in the future with the trees growing larger
along the boulevard.
Parks/Utilities Supervisor Riverblood stated the trees potential in size is limited to the soil they
grow in. He thought the trees will be fine and grow well in this area. He did not think they will
see impact of the road but they may see some lifting of the trails. In ten to fifteen years they will
do an overlay of the road.
Drinking Fountain for Solstice Park
2006 CIP Allocation $7,000
The costs include drinking fountains with pet attachment. They are able to purchase the drinking
fountain and the pet fountain element. They would also like to ; try a mister at the park for
athletes and children.
Hexagonal Shelter for Wintergreen Park
2006 CIP Allocation $55,000
The costs include hexagonal shelter, soccer goals and two trash receptacles.
Central Park New Shelter
2006 Lawful Gambling Fund $ 44,410
Park and Recreation Commission/November 9, 2006
Page 2 of 8
