5. 13. CC Regular Session Meeting Date: 01/27/2026 Primary Strategic Plan Initiative: Create a positive image for residential neighborhoods, business districts and key corridors. Title: Adopt Resolution #26-033 Approve Agreement Between the City of Ramsey and Leo A Daly for Contractual Services Purpose/Background: The City of Ramsey has been awarded a grant from the MN Historical Society in the amount of $39,500.00. The grant funding will be used to hire a consultant to prepare construction documents needed to start the renovation of the 1892 Ramsey Town Hall. As part of the required grant process, City staff obtained three (3) proposals from contractors. Proposals were submitted by LHB, ESi, and Leo A Daly; each of which are on a recommended list from the MN Historical Society website. Staff met with the businesses and reviewed the proposals. Staff recommended the hiring of Leo A Daly to complete the scope of work. On January 13, 2026, City Council approved Resolution #26-018 approving the MN Historical and Cultural Heritage Grant Agreement and the hiring of Leo A Daly for contractual services to prepare construction documents needed for the next phase of the renovation project. Notification: Not applicable Time Frame/Observations/Alternatives: The scope of work is to prepare construction documents for the following: 1. Design and document a concrete path and ADA ramp to old town hall; 2. Design and document heating and air conditioner installation; 3. Design and document an ADA bathroom; 4. Assess the structural floor connection and design a retrofit. The target project completion date is April 2026. This timeline will allow City staff to apply for the next round of grants to hopefully secure funds to start the renovation project in fiscal year 2027. Funding Source: The City of Ramsey received a grant from the Minnesota Historical Society in the amount of $39,500.00 to complete this part of the project. Recommendation: Approve the resolution, as presented. Approve resolution with changes. Deny resolution. Outcome/Action: Motion to adopt Resolution #26-033 approving agreement between the City of Ramsey and Leo A Daly for Contractual Services.
