5. 3. <br />CC Regular Session <br />Meeting Date: 01/27/2026 <br />Primary Strategic Plan Initiative: Enhance City's communication through transparency and accountability. <br />Title: <br />Approve Anoka County Threat Assessment Group Agreements <br />Purpose/Background: <br />The Anoka County Threat Assessment Group is a collaborative multidisciplinary group. Its members are <br />comprised of representatives of law enforcement, social services, and a variety of organizations and government <br />entities within Anoka County. The group exists as a resource for Anoka County law enforcement agencies and <br />other agencies that work with situations involving persons who have been identified as being at high risk for <br />serious targeted violence. <br />Time Frame/Observations/Alternatives: <br />This is a new group, and if approved, a Ramsey investigator is planned to attend the first meeting on February 26, <br />2026. <br />Funding Source: <br />Funding for this agreement will be provided through staff time to meet our areas of responsibility outlined in the <br />attached agreements. <br />Recommendation: <br />Staff recommends approving both of the attached agreements: the agency agreement and the member <br />agreement/memorandum of understanding (MOU). <br />The City Attorney has reviewed the attached agreement and MOU. <br />Outcome/Action: <br />Motion to approve entering into an agreement between the Ramsey Police Department and the Anoka County <br />Threat Assessment Group, and for members of the Police Department to participate in this group. <br />Attachments <br />Agency Agreement <br />Member Agreement <br />Form Review <br />Inbox Reviewed By Date <br />Brian Hagen Brian Hagen 01/22/2026 02:12 PM <br />Form Started By: Brad Bluml Started On: 01/21/2026 03:51 PM <br />Final Approval Date: 01/22/2026 <br />
