1 Structure means anv of the following: <br />2 (1) Anything which is built, constructed or erected; an edifice or building of any kind; or any piece of work <br />3 artificially built up and/or composed of parts joined together in some definite manner whether temporary <br />4 or permanent in character, in eluding towers, poles and other supporting appurtenances. <br />5 (2) Anything manufactured, constructed or erected which is normally attached to or positioned on land, <br />6 including fences, walls, buildings, portable structures, earthen structures, roads, parking lots, and paved <br />7 storage areas. <br />8 (3) Any building, sign, or appurtenance thereto, except aerial or underground utility lines, such as sewer, <br />9 electrical, telephone, telegraph, or gas lines, including towers, poles, and other supporting <br />10 appurtenances, and fences used to control livestock or delineate boundaries. <br />11 Substantial bodily harm means bodily iniury that involves a temporary but substantial disfigurement, or that <br />12 causes a temporary but substantial loss or impairment of the function of anv bodily member or organ. or that <br />13 causes a fracture of anv bodily member. <br />14 The keeping of wild animals means possessing and handling of wild animals on any property and providing such an <br />15 animal with the necessities of life such as feeding and sheltering. The keeping of wild animals may include animals <br />16 being used or intended to be used for research, training, breeding, boarding, as a personal pet, or for agricultural <br />17 purposes. The keeping of a wild animal may also include wild animals intended to be used for exhibition providing <br />18 that such animals are not exhibited within the city, such as in the case of a public showing, circus or zoo. <br />19 Wild animal means a large or dangerous species that. in their uncaptured wild state. have the phvsical capacity to <br />20 be dangerous to the safety and welfare of any person or property. Example of such wild animals include but are <br />21 not limited to the following examples: bears; lions; wolves; coyotes; cougars; bison; tigers; panthers; monkeys; <br />22 apes: alligators and crocodiles: large snakes (car)able of growing greater than 6 feet in length). and: poisonous <br />23 snakes. <br />24 Sec. 10-6. — Applicability and compliance. <br />25 From and after the effective date of the ordinance from which this chapter is derived. the keeping of anv and all <br />26 animals in the city shall be in conformity with the provisions of this chapter and after the lawful issuance of all <br />27 required permits. <br />28 Sec. 10-7. —Administration. <br />29 The animal control officer. as defined in section 10-6 of Ramsev Citv Code. or their designee. shall be the <br />30 administrator of all provisions in this chapter. <br />31 Sec. 10-8. — Enforcement. <br />32 (1) Duties of animal control officer. The animal control officer shall perform the following duties: <br />33 a. Seize, impound, or restrain any animal found running at large within the city. <br />34 b. Investigate all cases of animal bites reported to the city of Ramsey and supervise the quarantine of <br />35 any such animal to ensure that it is kept under observation for a period of ten days. <br />36 c. Enforce all other provisions of this article. <br />37 (2) No interference with animal control officer. It shall be unlawful for any person to molest or in any way <br />38 interfere with any peace officer, animal control officer, or any of their duly authorized assistants, or with <br />39 any duly authorized agent while engaged in performing work under the provisions of this article. <br />40 Sec. 10-9. — Nonconformities. <br />41 Any animals prohibited by this chapter which have been regularly housed or kept within the city at the time this <br />42 chapter is adopted, may be continued according to the following regulations: <br />Page 4 of 16 <br />
