<br />Roller Device - a non-motorized wheel device including, but not limited to, inline <br />skates, roller skis, and skateboards, and bicycles. For purposes of this ordinance, the Roller <br />Device Ordinance does not apply to strollers, wagons, or wheelchairs. <br /> <br />Skateboard - A device for riding upon, usually while standing, consisting of a <br />piece of wood or other composition mounted on skate wheels. <br /> <br />Subd.3. Prohibited Use. No person shall operate roller devices or similar <br />devices in the following areas of the city or under the following circumstances: <br /> <br />a. In any careless, reckless, or negligent manner which may, or be likely <br />to endanger the safety of any person or the property of any person or <br />has the potential to damage property. <br /> <br />b. While being pushed, pulled, or propelled in any manner by a third <br />party. <br /> <br />c. On any private property without express permission of the owner or <br />occupant of the property. <br /> <br />d. On any city owned facility including the Municipal Center campus, <br />parking ramp, parking lot, or any other parking facility. Bicycles may <br />be stored in designated areas. <br /> <br />e. On any concrete sidewalk unless otherwise noted. All wheeled <br />vehicles must travel on a road or designated area. <br /> <br />f. In any public plaza, amphitheater, or any other improved surface <br />intended for the use of public gathering. <br /> <br />g. On any railing or raised surfaces such as speed control bumps or in <br />any manner which may cause the damage or destruction of curbs, <br />railings, walls, or any other structure or property. <br /> <br />h. In any area to be described in the future, in addition to the areas <br />described in this section, as established by resolution by the city <br />council upon recommendation of city staff. <br /> <br />Subd. 4. <br /> <br />Exceptions <br /> <br />a. Roller devices may be used by public safety officials while <br />performing their official duties. <br />b. The Roller Device Ordinance does not apply to strollers, wheelchairs, <br />or wagons. <br />
