All of the above intersections,' excepting' the intersection at CR' 116, performed at <br />acceptable levels. Ms. Frolik stated the Park Commission recommended cash payment to satisfy <br />park dedication requirements. <br /> <br />Ms. Frolik reviewed that throughout the subdivision process, the commissions and City Council <br />have expressed support for a trail connection between TH #47 and Waco Street to the east. Staff <br />is of the opinion that a trail connection should be constructed south of Amber Ridge 2nd <br />Addition, on city-owned property. <br /> <br />City Engineer Jankowski advised in addition to Outlot A, Amber Ridge 2nd Addition, the <br />majority of the drainage from this extension goes into an existing pond located just north, which <br />is Outlot A of Amber Ridge Addition. The ownership of that outlot is the owner of this second <br />addition. Staff is requiring the owner to provide a drainage and utility easement over the outlot <br />so the, City has the proper rights. He has discussed this with the applicant's engineer and he is <br />agreeable. <br /> <br />Councilmember Elvig asked if the trail is all outside of the fencing between Highway 47 and this <br />parcel. <br /> <br />City Engineer Jankowski replied yes, the trail is located on a piece of park that is dedicated. The <br />wooden fence extends the entire length of this Amber Ridge Second Parcel, veers out into the <br />right-of-way and continues down to Xkimo Street. <br /> <br />Councilmember Jeffrey stated this project is unique. They do not often see projects that change <br />medium density residential to low density residential. He supports this project; it is likely the <br />best use for this property. <br /> <br />Councilmember Elvig noted the extension of the cul-de-sac is a real issue, but Fire Chief Kapler <br />has indicated a fire could be fought from Highway 47 in an emergency situation. <br /> <br />Fire Chief Kapler stated any time there is a cul-de-sac of this length it is a concern, but access <br />could be made to this property from Highway 47 in an emergency situation. In this case the <br />biggest factor is that there is City water right up to all of these homes. <br /> <br />Councilmember Dehen questioned if a fire can be fought over the 6 foot fence between this <br />parcel and Highway 47. <br /> <br />Fire Chief Kapler replied access could be made. It is a troubled lot and they are taking a bit of a <br />risk, but he thinks it is an acceptable risk with this property from a public safety standpoint. <br /> <br />Mayor Gamec asked if the fence will need to be extended. <br /> <br />City Engineer Jankowski replied no, he believes the existing wooden fence terminates on the <br />southern end of this. <br /> <br />City Council / January 9, 2007 <br />Page 19 of 24 <br />
