<br />Presentation <br /> <br />Finance Officer Lund explained the Capital Improvement Program (CIP) is a long-term financial <br />plan of at least five years that consists of projects and facilities that are, or will be needed by the <br />City in carrying out the future needs for the public health, safety and welfare of the City. Each <br />year the Council adopts the five year CIP. The CIP is only a plan and does not authorize <br />spending for any project in the plan; each project must come before the Council for formal <br />approval. The CIP provides a guide for the community for an array of private and public <br />decision-making, impacted by public capital expenditures. Ms. Lund advised staff recommends <br />adoption of the 2007-2011 Capital Improvement Program noting that this is a forecasting tool, <br />and not actual, committed projects and expenditures. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />The public hearing was closed at 7:07 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7 :07 p.m. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Elvig, to adopt Resolution #07- <br />01-010 adopting the City of Ramsey's 2007-2011 Capital Improvement Program (CIP). <br /> <br />Further discussion: Mayor Gamec announced the CIP is available at the City for review. <br />Finance Officer Lund indicated once the document is adopted it will be scanned and available on <br />the City webpage. Councilmember Elvig reiterated the CIP is not a document set in stone; every <br />one of the projects included in the CIP will be debated and deliberated. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Elvig, Dehen, Jeffrey, <br />Look, and Strommen.
