Letter to Judge Schurer January 12, 2007 Page 2 of 2 At the meeting of May 22, 2006, the Commission received, from the City Attorney, proposed ordinance language amending Chapter 8 of the City's Charter as it relates to special assessments, clarified so it protects the City's residents -not the developers. The Commission voted to send it on to the Council. The Council held a public hearing and adopted the ordinance unanimously, which amended the.City's Charter effective October 2006. The Charter Commission met on December 5, 2006, and received language to review for a proposed ordinance to amend the form of government for the City of Ramsey to implement a Council-Manager plan. The Commission.-recommended the language be brought to Council with an effective, date of January 1, 2008, since the City is in the process of hiring a new City Administrator/Manager. The City- Council conducted a public hearing on the ordinance and voted 6 to 1 in favor of the amendment. Without a unanimous vote, the ordinance did not pass as it was recommended; however, it is being brought back to the Charter Commission with a different effective. date -that being January 1, 2011. Council unanimously voted on that date. That language will be brought to the Charter Commission in January. 2007. That evening the Commission again discussed the procedure for filling Council vacancies.. They tabled action on the subject and asked that the City Attorney bring some .language to. a subsequent meeting for their review. The Charter Commission currently has- vacancies on its board. Tim Vogt, Chair, has recently moved to a neighboring city, therefore, will be ineligible for reappointment.. Four members are interested in reappointment and the City is advertising for candidates to.fill the other vacancies.
