(3) <br />2. Anti -theft devices; <br />3. Bells, chimes, carillons, or the like in association with a religious institution <br />or school; <br />4. Emergency civil defense warning signals; and <br />5. Authorized emergency vehicles or other vehicles required by law to be <br />equipped with sound devices. <br />Operation. To operate or to cause to be operated, but not limited to, the use of any noise <br />creating blower or power fan, internal combustion engine, air compressor or steam <br />engine, automobile, motorcycle, snowmobile, motor boat, motor bike, scooter, <br />recreational vehicle, all -terrain vehicle, off -highway motorcycle, off -road vehicle, go- <br />cart, or remote -controlled airplane, boat, or other vehicle powered by an engine or motor, <br />the operation of which causes noise, unless the noise from the blower or fan is muffled <br />and such engine or compressor is equipped with a muffler device in accordance with <br />Minn. Stat. §169.69, sufficient to deaden and effectively prevent such noise so that the <br />noise shall not annoy, disturb or affect the comfortable enjoyment of life or property. <br />a. It shall be a violation of this section to intentionally use an engine retarding brake <br />on any public highway, street, parking lot, or alley within the city that causes abnormal <br />or excessive noise from the engine, except in an emergency. <br />SECTION 3. SUMMARY <br />The following official summary of Ordinance #26-01 has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance: <br />"The purpose of this ordinance #26-01 is to repeal, modify, and add to portions of Chapter 30 <br />(Nuisances), Section 5, pertaining to noise and the prohibited use of an engine retarding brake." <br />SECTION 4.
