5. 8. <br />CC Regular Session <br />Meeting Date: <br />02/10/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Title: <br />Adopt Resolution #26-028 approving a Development Agreement and Stormwater Treatment and Ponding <br />Maintenance Agreement for Northstar Truck & RV Parking LLC <br />Purpose/Background: <br />On March 25, 2025, the City Council approved the Site Plan Review for Northstar Truck & RV Parking at 15861 <br />Jarvis St. NW, a business that leases out parking spaces for trucks, recreational vehicles, boats, and other limited <br />vehicles, contingent upon completing construction plans for the parking lot. Those plans took longer than <br />expected to prepare and work was not completed by the deadline date, so a time extension was granted on <br />October 28, 2025. Completion of the site improvements is expected by June 1, 2026, per the business owner's <br />request. As a normal part of private development, site sureties are collected to ensure work gets done, according <br />to plan, and in a timely manner. A development agreement (DA) is a legal document that allows the City to cash <br />in the sureties and complete and/or correct deficient items, should the developer fail to do so. The attached DA is <br />modified from the City's template as there is no building on site and because the business' engineer did not <br />provide detailed cost estimates for the work. Staff is confident that this modified version will protect the City <br />(and the neighborhood) and have the work done. <br />Additionally, since all the storm water generated from the parking lot must be treated on -site, a Stormwater <br />Treatment and Ponding Maintenance Agreement is required. This agreement requires the property owner to <br />maintain the storm water facilities properly.
