10. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 106-220 (Variances) of the Ramsey City Code on January 22, 2026, and that <br />said public hearing was properly advertised, including notice to the Minnesota Department <br />of Natural Resources, and that the minutes of said public hearing are available. <br /> <br />11. That the City Council reviewed the EPB and Planning Commission’s recommendations at <br />the regular meeting on February 10, 2026. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the lot width of Lot 4, Block 1, OSHAUGHNESSY THIRD ADDITION, Anoka <br />County, Minnesota, may be reduced to 170.46 feet in width and that this variance is based <br />on a “practical difficulty” as it is remaining in character with the surrounding <br />neighborhood. It is further conditioned that the house and any accessory buildings must <br />be constructed outside of the area of the property that is within the Scenic River Protection <br />Overlay District. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Buscher, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Heineman <br /> Councilmember Riley <br /> Councilmember Buscher <br /> Councilmember Olson <br /> Councilmember Peters <br /> Councilmember Specht <br /> Councilmember Stewart <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br />and the following were absent: <br /> <br /> None <br /> <br /> <br /> <br /> <br /> <br />Resolution #26-021 <br />Page 2 of 3 <br />
