Councilmember Buscher introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-025 <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A MOTOR VEHICLE <br />REPAIR USE AT 14047 AZURITE STREET NW <br /> <br />RECITALS <br /> <br />1. Mr. Josh Clark of Clark Companies, hereafter referred to as the “Permittee”, has properly <br />applied for a Conditional Use Permit per City Code Section 106-230 to construct and operate <br />motor vehicle repair uses on the property addressed as 14047 Azurite Street NW and legally <br />described as: <br /> <br />The South 200 Feet of the North 250 Feet of the West 220 Feet of the East 880 Feet of Lot 1 <br />Auditors Subdivision Number 30, Anoka County, Minnesota; <br />and; <br />The South 212.68 Feet of the North 462.68 Feet of the West 220 Feet of the East 880 Feet of Lot <br />1 Auditors Subdivision Number 30, Anoka County, Minnesota. <br /> <br /> (the “Subject Property”); and <br /> <br />2. The Subject Property is zoned I-1, Community Business District, and the total area of the Subject <br />Property is approximately 2.09 acres; and <br /> <br />3. The parcels to the north, west, east, and south of the Subject Property are also zoned I-1, Light <br />Industrial District; and <br /> <br />4. The Subject Property is guided as Business Park in the 2040 Comprehensive Plan; and <br /> <br />5. Motor Vehicle Repair is listed as a Conditional Use per City Code Section 106-521 (Principal <br />Uses) within the I-1 Zoning District; and <br /> <br />6. The Permittee has submitted a Site Plan, architectural plans, and architectural code analyses, all <br />designed and prepared by El-Nagdy Architects and dated December 11, 2025 (as shown in <br />Exhibit A), depicting the location of an existing 4,960 square-foot building labeled as “Building <br />1,” which contains Units 10 through 12 (inclusive), an existing 3,200 square-foot building labeled <br />as “Building 2,” which is connected to Building 1 by a shared firewall and contains Unit 20, an <br />existing 7,800 square-foot building labeled as “Building 3,” which contains Units 30 through 32 <br />(inclusive), 36 parking stalls, and other site improvements; and <br /> <br />7. The Permittee has also submitted a written narrative to explain the requested motor vehicle <br />repair use, which is speculative in nature and intended to allow for future tenants to lease and <br />operate motor vehicle repair uses within any of the eight existing suites in the existing buildings; <br />and <br /> <br />
