<br />CASE #~ <br /> <br />CONSIDER PURCHASE OF LOT IN RIVER PINES ADDITION TO FACILITATE <br />STREET CONNECTION AND LIFT STATION ABANDONMENT <br />By: Steven J~nkowski, City Engineer <br /> <br />Background: <br /> <br />At the May 16,2006 the Public Works Committee recommended that a right of first refusal be <br />negotiated on the property located at 5860 157thLane (lot 1 block 2 River Pines 1st Addition), <br />since this property was identified as the best location for facilitating a connection between the <br />River Pines 1 Apple Ridge subdivisions and the proposed Rum River Meadows subdivision to the <br />south. On May 23,2006 the City Council agreed with the recommendation ofthe Committee <br />and directed staff to obtain a first right of refusal for the purchase of this property should it <br />become available for purchase. It has come to the attention of staff that this property has been for <br />sale for several months and has recently been reduced to an asking price of $282,900. <br /> <br />~ Attached is a figure illustrating the street connection that acquisition of this property would <br />allow. The benefits of this connection include the following: <br />. Elimination ofa cui de sac serving 23 (future) units which exceeds the 600 foot length <br />limit for cui de sacs by 350 feet and providing a second outlet for these units. <br />. Provides a third ingress 1 egress point for the existing River Pines subdivision <br />. Allows for the abandonment of the River Pines sanitary sewer lift station through a more <br />economic method of construction. Currently the 2007 CIP anticipates the abandonment of <br />this line at a cost of $75,000. This cost includes boring and jacking of the sanitary sewer <br />pipe along the 10 foot drainage and utility easement available along the common property <br />line with the property to the east. The ab.andonment cost is estimated to be $26,000 if the <br />subject lot were available for open trench sewer pipe installation. <br />. Allows for the looping ofwatermain through this right of way to provide another water <br />source to the River Pines subdivision. <br /> <br />The acquisition of this property and the installation of the connecting roadway would present a <br />number of issues which need to be addressed. <br />. Removal of the existing residence - There would be several options to be considered for <br />the removal of the structure on this site.
