<br />City of Ramsey <br />Comprehensive Plan Amendment <br />Land Use Element <br /> <br />not within the MUSA, with a maximum density of 4 single family units per 40 acres. The <br />Study Area is within the Urban Reserve Area. <br /> <br />Rural Transition Area: Lands between the Urban Reserve Area boundary and Trott <br />Brook are identified as the Rural Transition Area. The Trott Brook line approximately <br />conforms to the boundary of District No.3 of the Metropolitan Council Wastewater . <br />Services. The District No.3 boundary has been utilized in regional and local planning and <br />has been incorporated into studies and reports leading to design and construction of <br />regional and local sewer facilities. It is impractical to extend sanitary sewer service <br />beyond this line. However, urban services are envisioned for this area when the Urban <br />Reserve Area is at or near development capacity. <br /> <br />Existing development within the Rural Transition Area is acknowledged, and development <br />controls are somewhat less restrictive than those in the other two planning areas. They <br />allow building pennits on lots that were lots of record prior to January 1, 1990. Existing <br />large parcels can be subdivided into lots of 2 1/2 acres or larger as long as a 4 lots per 40 <br />acres maximum is observed within the parcel. <br /> <br />Rural Service Area: Lands beyond Trott Brook are identified as the Rural Service Area. <br />No urban services are envisioned for this area in the foreseeable future. Development <br />controls include minimum lot sizes of 10 aCres with a 4 lots per 40 acres maximum <br />density. <br /> <br />Figure 2-6 shows the Urban Reserve, Transitional, and Rural Service Areas as well as the <br />MUSA <br /> <br />page 2-10 <br />
