<br />. .. <br /> <br />I. ,.; <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br /> <br />housing options, and for staged growth that focuses development in areas served or soon <br />to be served by urban services. <br /> <br />1.2 REGIONAL CONTEXT <br /> <br />The City of Ramsey is in the northwest corner of the seven-county region known as the <br />Minneapolis/St. Paul Twin City Metropolitan Area. Ramsey is in Anoka County. The <br />western municipal border also forms the border between Anoka and Sherburne Counties. <br />Immediately west of Ramsey is the City of Elk River in Sherburne County. To the north <br />of Ramsey is Burns Township. Across the Rum River, which largely acts as Ramsey's <br />eastern municipal border, is the City of Andover. The City of Anoka lies on the southeast <br />side of Ramsey. <br /> <br />Ramsey's southern border is formed by the Mississippi River, the largest river in the <br />United States. The Mississippi is designated a State Wild and Scenic River as it flows past <br />Ramsey. In downtown Minneapolis, downstream from Ramsey, the Mississippi becomes a <br />major commercial navigation transportation corridor. The river provides a shipping route <br />for a variety of commodities, connecting the region to other major rivers in the Mississippi <br />navigation system and to the Gulf of Mexico. <br /> <br />The Rum River is an important waterbody in that it drains a large watershed that includes <br />Lake Mille Lacs, over 50 miles to the north. The Rum River is also a state designated <br />Wild and Scenic River. <br /> <br />Figure 1-1 shows Ramsey's location in the region. <br /> <br />The study that initiated this amendment to the Ramsey Comprehensive Plan focused on <br />the portions of the City along TH 10. That study includes approximately 2400 acres, <br />including a variety ofland uses. While this area is not yet fully developed, the pattern of <br />development is already impacting future development as well as the regional and local <br />transportation systems.
