Individual motorists are significantly aware of <br /> others. Ability to select travel speed is affected by others. <br />0.81 - 0.90 "D" High density, but stable flow. Speed and maneuverability are <br /> severely restricted. Motorists and pedestrians experience poor <br /> comfort levels. LOS "D" represents acceptable operations. <br />0.91 - 1.00 "E" Operating conditions are near or at capacity. All speeds are <br /> reduced to low. Maneuverability is extremely difficult, and <br /> comfort/convenience is extremely poor. A <br />comparison of current traffic volumes and available capacity of existing roads indicated that <br />key roads in Ramsey operate at LOS "C" or better. Analysis of the 2010, daily traffic <br />forecast for TH 47, between CSAH 5 and CR 116, indicated an increase from 8,800 to <br />14,530 vehicles per day. By itself, this increase is not critical, because the traffic-carrying <br />capacity of this segmen! of TH 47 will accommodate the forecast volume at acceptable LOS <br />"D." <br /> <br />Other issues, such as the design and geometrics of this segment of TH 47 and future <br />development opportunities, when combined with the 65 percent increase in daily traffic, are critical. <br /> <br />Page 3-15 <br />
