Improve/reconstruct CR 116 from CR 56 to Dysprosium Street. <br /> <br />Need for Additional Mississippi River Crossing <br /> <br />Within the vicinity of the study area there are three Mississippi River crossings. These <br />bridges playa very important function in the region, linking third ring suburban communities <br />in the northwestern part of the region with the central cities and first and second ring <br />communities. The most westerly crossing is the TH 101 crossing in Elk River. <br />Approximately 11 miles to the east is the second crossing at Highway (Hwy) 169 in the City <br />of Anoka. The third crossing is approximately six miles east of Hwy 169 where TH 252 <br />crosses the river in Coon Rapids. <br /> <br />Because of the location of these bridges, some of the traffic using Hwy 10 is vehicles <br />travelling east and west to access one of the three bridges to accomplish a river crossing. <br />Analysis has shown that Hwy 10 traffic will operate at LOS "E" or "F" by Year 2010' given <br />its forecast volume (75,000 vehicles per day) and the available capacity (two lanes in each <br />direction) . <br /> <br />Constructing an additional Mississippi River crossing and allowing traffic to cross the river <br />without travelling on Hwy 10 would serve to reduce the forecast volume. The City of <br />Ramsey, which covers five and one-half miles between TH 101 and Hwy 169, would be a <br />good location for the new bridge. A bridge constructed in Ramsey would serve a travel shed <br />that includes Ramsey, the northern townships, and parts of Elk River and Anoka. <br /> <br />Public Transportation Issues and Needs <br /> <br />. Need to evaluate travel patterns in Ramsey to identify opportunities to increase the <br />role of public transportation for intra-community and inter-community trips. <br />. Need to develop facilities and programs to provide Ramsey residents alternatives to <br />the automobile mode of travel. <br /> <br />Page 3-18 <br />
