To a practical extent, the Planning and Zoning Commission should adhere to the <br />policies of land acquisition, parks and open spaces and trail ways (greenbelts, <br />waterways, bike trails, hiking trails, ski trails, snowmobile trails, walkways, etc.) as <br />recommended by the Park and Recreation Commission. <br /> <br />7. As called for by the Mississippi River Critical Area Designation, a continuous trail <br />should be provided along the Mississippi River for pedestrian and bicycle use. Where <br />direct access is not possible, existing streets will be used as part of the trail system <br />and identified with signs. The proposed trail is identified in Ordinance 89-11. <br /> <br />8. A component of the City's trail system should be to provide neighborhood access to <br />developed parks while minimizing the number of major road crossings and providing <br />a trail system separate from roadways. <br /> <br />9. In an effort to stretch park development funds, the city should aggressively pursue <br />park [and trai[J development grant funds as available and other alternative funding <br />sources (e.g. tax increment financing and CDBG funds). <br /> <br />Additional goals developed by the City of Ramsey Parks Commission were used to guide the <br />City through planning, programing, and implementation of the Park and Trail Plan. These <br />are listed below: <br /> <br />. Proactive efforts should be made to identify on-road trail alignments that utilize right- <br />of-way consistent with construction/reconstruction of roads. <br />. Proactive steps should be made to identify on-road and off-road trail alignments <br />consistent with residential, commercial, and industrial development proposals. <br />. Trails should be developed (alignment location and geometrics) to make them viable <br />for commuter transportation (school, shopping, work, and to areas where ride share <br />and transit services will be available). <br />. Where feasible, adhere to the most current standards for bicycle lanes in mixed traffic <br />conditions. <br />. Trails should be designed to accommodate a variety of recreational users (walkers, <br />joggers, skaters, bicyclists, skiers, horses, and others. <br /> <br />Page 3-35 <br />
