<br />. , <br /> <br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />Access Design Principles and Policies <br /> <br />Driveways (access points) directly affect the safe operation and Level of Service of through <br />streets but, at the same time, are an important mechanism to provide access to land uses. <br />The primary function of arterial streets, to move traffic, should be protected through the use <br />of access restrictions. <br /> <br />All driveways should be located so as to minimize friction to through traffic. Safe and <br />predictable operation of the through street should be maintained. Planning of driveways <br />should consider the intended land use, parcel arrangements and distribution along a street (or <br />corridor), and peak loading periods. Access points should be consolidated whenever <br />possible. <br /> <br />The City will adopt the following basic principles of driveways or access control: <br /> <br />. Separate conflict areas by increasing driveway spacing and/or combining access <br />points. <br />. Remove storage or turning vehicles from through lanes. Separate turn lanes provide <br />for needed storage and exclusive movement paths. <br /> <br />. Minimize the different conflict types. Restrict or prevent specific movements <br />depending on volumes, geometrics, time of day, and other parameters. <br /> <br />. Improve turn execution. Provide required driveway lane widths and corner radii to <br />allow easy movement execution and minimize encroachment on adjacent lanes. <br /> <br />. Provide sufficient sight distances. Adequate perception and execution times are <br />critical to successful driving operations. <br /> <br />. Prevent driveway blockage. Provide needed storage on-site and channel movements <br />in accordance with anticipated volumes. <br /> <br />. Coordinate driveway requests. Review site plan details such as driveway location and <br />parking arrangements to ensure that appropriate standards are met. <br /> <br />Page 3-42 <br />
