Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-053 <br /> <br />RESOLUTION APPROVING TWO-HOUR PARKING RESTRICTIONS ON CENTER <br />STREET, SAPPHIRE STREET AND SUNWOOD DRIVE ABUTTING THE SKYLINE <br />APARTMENTS <br /> <br />WHEREAS, the Skyline Apartments include approximately 13,700 square feet of retail <br />space whose customers will rely on on-street parking, and <br /> <br />WHEREAS, employees of these retail spaces will also find on-street parking spaces <br />convenient; and <br /> <br />WHEREAS, customers of the Municipal Center on the south side of Sunwood Drive also <br />find on-street parking spaces convenient; and <br /> <br />WHEREAS, as was discussed during the development approval process, no businesses <br />were identified at that time so staff would come back to Council once users were known to propose <br />a limited-duration parking plan for the streets around the Skyline Apartments; and <br /> <br />WHEREAS, a salon has signed a lease for the space fronting Center Street and has applied <br />for building permits, and potential users are seriously looking at the other retail spaces; and <br /> <br />WHEREAS, the building owner has stated that the prospective tenants know of the <br />potential for limited-duration parking; and <br /> <br />WHEREAS, city staff met with the building owner and the salon owner to determine <br />appropriate time limits for parking that will align with the salon's customer’s needs and the <br />proposed time limits were presented to the Public Works Committee on January 20, 2026; and <br /> <br />WHEREAS, the Public Works Committee recommended a consistent 2-hour parking <br />restriction on both sides of Sunwood Drive, the east side of Center Street, and the west side of <br />Sapphire Street adjacent to the Skyline Apartments; and <br /> <br />WHEREAS, the building owner and salon owner confirmed they are in agreement with <br />the recommendations of the Public Works Committee. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />The City Engineer/Public Works Director is hereby authorized and directed to install signs <br />1) <br />on both sides of Sunwood Drive between Center Street and Sapphire Street, on the east <br />rd <br />side of Center Street between Sunwood Drive and 153 Avenue, and on the west side of <br />rd <br />Sapphire Street between Sunwood Drive and 153 Avenue, restricting on-street parking to <br />2-hours in all locations where on-street parking is not prohibited. <br />
