Councilmember Peters introduced the following resolution and moved its adoption: RESOLUTION # 26-022 RESOLUTION APPROVING POLICE DEPARTMENT UNMANNED AIRCRAFT SYSTEM (UAS) POLICY #804 WHEREAS, the Police Department Policies exist to give standards for staff conduct, ensure fair and effective policing, build community trust, comply with laws, guide decision making and actions, promote transparency, and provide accountability for Peace Officers; and WHEREAS, the City Council and staff desire to implement a UAS program; and WHEREAS, the Police Department has budgeted to purchase a UAS in 2026; and WHEREAS, the UAS will be used in Public Safety operations to aid in response, protection, and safety for Ramsey residents as well as Peace Officers; and WHEREAS, the Police Department accepted a donation of a UAS from a fellow Minnesota Law Enforcement agency in 2025; and WHEREAS, the Minnesota State Statute § 626.19 s-10 states that a written policy governing the use of the UAS must be developed and adopted prior to the purchase or use of a UAS; and WHEREAS, the Minnesota State Statute § 626.19 s-9 states that an opportunity for public comment must be provided; and comments were requested at the City Council Meeting Public th Hearing on November 10, 2025, as well as requested via email or mail to the Police Department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) Adopts Police Department UAS Policy #804, effective January 13, 2026. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Buscher and upon vote being taken thereon, the following voted in favor thereof: Mayor Heineman Councilmember Peters Councilmember Buscher Councilmember Olson Councilmember Riley Councilmember Specht
