<br />4 <br /> <br />- <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: Highway 10 Performance Standards Inspection Results <br /> <br />By: Chris Anderson, Environmental Coordinator <br />Sylvia Frolik, Asst. Com. Dev. Dir./HRA Exec. Dir. <br /> <br />Background: As Council may recall, this past December Staff brought fOlWard a case regarding <br />the results of the inspection series conducted last summer/fall. At that time, Council directed Staff <br />to fOlWard the case to a future work session for further discussion. <br /> <br />During the course of these inspections, Staff encountered a number of businesses that are <br />either in full compliance or are making an effort to bring their property into compliance. <br />However, there are still unresolved issues, primarily concerning a lack of required surfacing, <br />illegal outdoor storage, and/or possible salvage operations. <br /> <br />Council has already approved some 2007 licenses. However, Staff has withheld issuing <br />licenses to businesses that still have outstanding code violations. The intent was to hold those <br />licenses until such time when Staff and Council could reconvene to discuss how to proceed. <br />In Staff s opinion, there are two possible options to consider: <br /> <br />1. Enforce the current regulations and work with individual property owners to achieve <br />compliance within a reasonable timeframe. <br />2. Amend City Code to include only those standards the City intends to enforce. <br /> <br />Staff believes this series of inspections has produced some beneficial results and intends to continue <br />the program. Although, Staff time is limited and thus it is anticipated that the regular, uniform <br />inspections will continue quarterly rather than monthly. <br /> <br />Funding: <br /> <br />Continued enforcement and inspections will be handled by current Staff with no additional funding <br />needed. <br /> <br />Action Statement <br /> <br />Provide direction to Stciff on how to proceed with enforcement of regulations in the highway <br />corridor. <br /> <br />Reviewed by: <br />Interim City Administrator <br /> <br />CCWS: 1/23/07 <br />
