l,CASE# Z Z.

FACILITY RENTAL POLICY
By: Tim Gladhill, Management Intern

Background:

At the December 4th, 2006 City Council Work Session, Council directed staff to revise the
Facility Rental Policy to include For Profit organizations. The policy was originally amended in
November of 2006 to include the new Municipal Center. That policy included not for profit and
civic organizations only. Staff has recently been contacted by numerous organizations inquiring
about the use of the facility.

Staff believes there is an economic development benefit in allowing local businesses to rent
meeting space in the Municipal Center for the purpose of conducting business meetings.
Restrictions would be not allowing use for sale of goods and restricting the number of
reservations to no more than four (4) per year. Businesses would also have to have completed
their current year BRC to be eligible to rent space.

Staff has prepared an amended Facility Rental Policy for organizations seeking to rent meeting
spaces in the new Municipal Center. The policy lists procedures for renting space, priority of
use, fees (if applicable), hours, and general facility use rules. The following spaces are available
for rent in the new Municipal Center: the Alexander Ramsey, Mississippi River, Rum River,
Lake ltasca, and Trott Brook Rooms.

Funding Source:

No funding required.

Council Action:

Motion to adopt Resolution #07-01-_ approving amended Facility Rental Policy.

or-

Motion to deny Resolution #07-01-_.

Reviewed by:

Interim City Administrator

CC: 01107/2007

-143-
