<br />CASE # Y <br /> <br />CONSIDER AMENDMENTS TO THE COMPREHENSIVE PLAN AND <br />R-1 RESIDENTIAL ZONING DISTRICT FOR THE RURAL DEVELOPING AREA; <br />CASE OF CITY OF RAMSEY <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />At the April 11, 2006 meeting the City Council adopted a 9-month moratorium on all subdivision <br />and platting in the R-l Rural Developing District. The moratorium was recently extended an <br />additional 3 months. The purpose of the moratorium is to provide time for consideration of <br />revisions to the cluster subdivision standards which were added to the Rural Developing Area in <br />early 2005. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Rural Developing Area map exhibit <br />b) Public Hearing post card mailing <br />c) City Council Work Session minutes dated June 6, 2006 <br />d) City Council Work Session minutes dated October 17, 2006 <br />e) City Council Work Session minutes dated November 21,2006 <br />f) Draft Planning Commission meeting minutes dated January 4, 2007 <br />g) Letter from property owner <br />h) Proposed Comprehensive Plan Amendment (text only: changes to pages V-15, V-16, and <br />V -23) <br />i) Proposed resolution approving the request and authorizing submittal to the Metropolitan <br />Council <br />j) Proposed Zoning Amendments to the R-l Residential: Rural Developing District (2 options <br />are presented for consideration: 10-acre lot requirements or 2.5-acre lot requirements) <br /> <br />Funding Source: <br /> <br />No funding required. <br /> <br />Notification: <br /> <br />The public hearing was properly advertised in the Anoka County Union. Staff also sent a post card <br />to all property owners (over 3,000) in the Rural Developing District advising them of the public <br />hearing. All proposed change to City Code and the Comprehensive Plan were placed on the City <br />website, and an article about the proposed changes was included in the January issue of the <br />Ramsey Resident. <br /> <br />-247- <br />
