<br />Richard Barstow <br />5254 179th Lane <br />Ramsey MN 55303 <br /> <br />January 2, 2007 <br /> <br />Mayor of Ramsey <br />Planning Commissioner of Ramsey <br />Ramsey City Council <br /> <br />Dear Sir or Madame: <br /> <br />Subject: Proposed changes to Ordinance 9.20.11 <br /> <br />We are writing this letter to express some thoughts on the proposed changes concerning <br />the Rural Developing area I understand that there has been concern expressed about <br />cluster developments. It was my understanding that a moratorium was imposed and <br />changes to Ord.9.20.11 would be needed. <br /> <br />My comments pertain to the other proposed changes, the 4 units per 40 acres (gross). <br />It is my belief that landowners oflarger plots ofland (7.5 to 40.0 acres) are being <br />penalized. With the proposed ordinance in place it could cause a financial loss for thpse <br />individuals that have lived and worked in this community for many years. If the proposed <br />Ordinance was implemented it would restrict them from selling or developing their land <br />in a manner that is consistent with the existing developments in that area The <br />developments that adjoin our property range from 1.5 to 2.5 acres. It seems logical that <br />when this property is subdivided it would be into 2.5 acres per the existing ordinance. <br />The existing developments appear not to have had a detrimental effect on environmental <br />issues such as ground water, soil erosion, etc. <br /> <br />I realize that with more development the city is responsible for maintaining the <br />infrastructure. It seems that property taxes on 1 unit per 2.5 acres would be considerably <br />more than on 1 unit per 10 acres which would offset the increased costs. This does not <br />even include the added revenue these residents would bring to the community. <br /> <br />In closing I would ask that you leave the current ordinance pertaining to lot size in the <br />Rural Developing area at 1 unit per 2.5 acres. It is my belief that this would be in the best <br />interest of both the city and the residents of Ramsey. <br /> <br />I would appreciate a written response to my letter. <br /> <br />7~~~ <br /> <br /> <br />Richard Barstow and Family <br /> <br />-270- <br />
