During that time, a residential cluster <br />ordinance was adopted that required clustering: of new homes on <br />smaller lots while preserving the remaining land for the <br />possibility of future sewer and water development. Several <br />development proposals were submitted to the City in 2005 under <br />the clu.ster standards. Durin g the review of these proposals. many <br />concems were raised about the cluster ordinance, including lot <br />size, density transitioning requirements, function and <br />maintenance of the common septic svstem, a11d open space <br />requirements. In 2005 the City passed another develol;)Juent <br />moratorimll in order to revise the cluster ordinance. During the <br />revision process, it was detemlined that the City had insufficient <br />infonnation (specificaJ1y natural resources data) with which to <br />revise the cluster ordinance. It was detemuned that the Rural <br />Developing area should have tbe same density and zoning <br />controls that are in place for the Central Rural Reserve and the <br />Rural Preserve, until the Comprehensive Plan is updated in 2008. <br /> <br />The maximum density for the Rural Develot'in!! area shall be I <br />unit per 10 acres 2:ross. <br /> <br />The maximum density for the Rural DC'idopil3.Z arJB shall be 1 <br />;';,l'lit per 2.5 ::'C;'~:J .;ross. Enforce a maximum overall density of 1 unit per 10 acres in <br />the Rural Preserve. <br /> <br />2.
