<br />*10-acre option* <br /> <br />4. Grading. Final slope grades shall not exceed 3.5:1 unless <br />terracing of retaining walls are approved. Berming for <br />parking lots and open space areas shall not exceed a slope <br />of 3: 1. <br /> <br />5.' Required Ground Cover. Lawns are required for all <br />residential developments and shall be installed with sod, <br />seed, natural ground cover, or native grasses and wild <br />flowers in the R-l Residential District within one (1) year <br />of the date the certificate of occupancy for the principal <br />building was issued. Noxious weeds do not <br />constitute allowed ground cover in any district. <br /> <br />d. Lighting. <br /> <br />1. Lighting used to illuminate an off-street parking area, sign <br />or structure, shall be arranged to deflect light away from <br />adjacent residential districts or public streets. Bulbs <br />emitting in excess of 3000 lumens (150 watts) shall be <br />directed so that the bulb is not visible from off the property <br />where the light source is located. <br /> <br />e. Exterior Building Materials. <br /> <br />1. The type of building materials used on exterior walls on all <br />structures in the R-l Residential Districtshall be face brick, <br />natural stone, stucco, aluminum, steel, or vinyl siding, <br />wood, masonite products or other compatible residential <br />materials that may be approved by the City. <br /> <br />SECTION 3: SUMMARY <br /> <br />The following official summary of Ordinance #07-_ has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #07-_ to amend Ramsey City Code Chapter 9 <br />(Zoning and Subdivision of Land), Section 9.20.11 (R-l Residential District) to amend <br />bulk standards and performance standards for the R-l Residential - Rural Developing <br />District. It is the intent of this amendment to remove lot clustering as an option in the <br />Rural Developing District and institute 10-acre-minimum lot size requirements, and a 4 <br />units per 40 acres density requirement. <br /> <br />SECTION 4: EFFECTIVE DATE <br /> <br />The effective date of this ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br />-281- <br />
