<br />CASE # 8 <br /> <br />CONSIDER AMENDING SECTION 9.20.28 (B-3 BUSINESS DISRlCT) OF CITY CODE; <br />CASE OF CITY OF RAMSEY <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />The City created the B-3 Business Zoning District in 2006, in anticipation of the Ramsey <br />Crossings redevelopment project, located west of Armstrong Blvd and north of Highway 10. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Map of proposed B-3 Business District <br />b) Draft Planning Commission meeting minutes dated January 4,2007 <br />c) Draft B-3 Business District ordinance (deletions are marked with strikethrough, additions <br />are underlined) <br /> <br />Notification: <br /> <br />The public hearing was properly advertised in the Anoka County Union. <br /> <br />Funding Source: <br /> <br />No funding required. <br /> <br />Observations: <br /> <br />Since the B-3 District was established, staffhas made note of several deficiencies in the code that <br />need to be remedied. The entire Zoning District will be master planned and is intended to contain <br />larger-scale, more auto-oriented commercial uses than are intended for the Town Center on the <br />east side of Armstrong Blvd. To accomplish this, the B-3 District was drafted to allow a significant <br />amount of design flexibility through the Master Planning process, rather than assuming lot-by-10t <br />development with specific setbacks and lot standards (as is the case in the B-1 and B-2 zoning <br />districts). The district contains performance standards to guide the creation of the Master Plan. <br /> <br />The B-3 District follows the review process outlined in the Planned Unit Development (PUD) <br />District. Once the City has approved a Master Plan that meets the performance standards in the B- <br />3 District, any significant changes to the Master Plan require the developer to process a revised <br />Preliminary Site Plan for the entire site. A final site plan would be processed for each phase of the <br />project as they are constructed, ensuring compliance with the Master Plan. <br /> <br />The changes Staff is proposing would clarify that proposed developments would need to follow <br />the entire PUD review process, including a preliminary and fma1 site plan. Staff is also <br />recommending a change to Subd. 6 b-3: Building Orientation, to explicitly allow more than one <br /> <br />-341- <br />
