<br />CASE # <br /> <br />, I <br /> <br />APPROVE CONTRACT AMENDMENT FOR DESIGN OF ARMSTRONG BOULEVARD <br />IMPROVEMENTS -IMPROVEMENT PROJECT #06-20 <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Ramsey Town Center project requires improvement of the adjoining county highways. The city <br />entered into a Joint Powers agreement with the county for these improvements, with the City being <br />responsible for coordinating the design and construction ofthe work. The city requested a proposal <br />for design services for the Armstrong Boulevard, Ramsey Boulevard and Sunfish Lake Boulevard <br />improvements included in the Ramsey Town Center AUAR and Master Development Agreement <br />from TKDA. The proposal was accepted at the June 8, 2004 Council meeting. The case included a <br />note that the costs were for design services only and contract amendments would be required as each <br />proj ect got closer to bidding and construction. <br /> <br />The City Council approved the request for Amendment No. 1 for bidding and construction services <br />on the Armstrong Boulevard Improvements on October 24,2006. The project scope has been <br />modified since Amendment No. 1 was approved. This project has been a partnership with MNIDOT <br />since the beginning. The initial plan was for the matchline between the projects to fall on the north <br />edge of pavement of westbound TH 10. Development of the design revealed MNIDOT internal <br />constraints would not permit completion and approval ofthe plans in the time allotted unless the <br />MNIDOT work was constrained between the north edge of pavement westbound and the south edge <br />of pavement eastbound. TKDA has adjusted their scope accordingly to include the work between <br />the south matchline and Riverdale Drive. This work entails extension of sanitary sewer from TH 10 <br />to the intersection of Armstrong Blvd and Riverdale Drive along with shifting the pavement <br />alignment. The amendment also includes initiation of the application for a railroad Quiet Zone. The <br />requested increase in fees reflects the work required to change the scope of the project. The <br />requested increase in fees is $17,990 bringing the amount of the contract to a not to exceed total of <br />$414,867. The letter detailing the changes is attached. <br /> <br />Funding Source: <br /> <br />This project is part of the Ramsey Town Center Regional Roadway Improvements and was included <br />in the 2005-2009 ClP. The ClP identified the funding source as GO Bonding. The Master <br />Development Agreement for Ramsey Town Center identified properties that would be assessed to <br />pay a portion of the Regional Roadway Improvement Costs. The City has agreements with Anoka <br />County and the State of Minnesota and both agencies are paying a portion ofthe costs for these <br />improvements. The remainder is covered by the city. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of Contract Amendment No. 2 with TKDA for the Armstrong Boulevard <br />Improvements, Improvement Proj ect #06-20 in the amount of $17,920. <br /> <br />-365- <br />
