CC Regular Session <br />Meeting Date: <br />02/24/2026 <br />Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention <br />Title: <br />Authorization to hire a Part-time Police Technician <br />5. 6. <br />Purpose/Background: <br />The purpose of this case is to request the City Council to hire a part-time Police Technician. As the City Council <br />will recall, during the 2026 budget discussions, the Council agreed by consensus to add a new part-time (25 hour <br />per week) Police Technician to work within the police records division. This part-time role will also work in the <br />evidence and property room. This position is responsible for maintaining the official chain of custody for all <br />property or evidence of the Police Department. With the addition of this role, the City's full-time non -rotating <br />investigator will commit all of their time to investigation of criminal cases. <br />As a result of the City Council's consensus to add this new part-time position, staff conducted a recruitment <br />process in order to secure a candidate for this role; this included internal and external recruitment, first and <br />second interviews, an extensive backgrounding process and other pre -employment tests. Staff selected Ms. Jamie <br />Blue, who will be subject to a six-month probationary period, the AFSCME labor agreement and the City's <br />Personnel Policy. <br />In summary, this position performs a wide variety of technical and specialized functions as well as administrative <br />work in support of the Police Department, including but not limited to work in the evidence and property room <br />with responsibilities for maintaining the official chain of custody for all property or evidence of the Police <br />Department, customer service support; entering, maintaining, retrieving and compiling factual information <br />through numerous computerized systems and disseminating this information to authorized agencies and persons; <br />monitoring compliance by applying knowledge of data privacy practice requirements, responding to the public <br />via telephone or in -person contact and classifying crimes pursuant to applicable state and federal reporting <br />systems. <br />Funding Source: <br />The funding required for this position is included in the 2026 budget. <br />Recommendation: <br />Staff recommends hiring Ms. Jamie Blue as the City's new Police Technician, effective on or near March 16, <br />2026, at $31.142 per hour, which is step 2 of the wage scale. <br />Outcome/Action: <br />Motion to authorize hiring Ms. Jamie Blue as the City's new Police Technician, effective on or near March 16, <br />2026, at $31.142 per hour, which is step 2 of the wage scale. <br />No file(s) attached. <br />Attachments <br />Form Review <br />Inbox Reviewed By Date <br />Brian Hagen Brian Hagen 02/19/2026 12:14 PM <br />
