Improve the Image of Ramsey Along the Highway 10 Corridor <br />Proactive Code Enforcement Plan <br />Adopted , 2026 <br />I. Executive Summary <br />The Ramsey City Council recognizes the Highway 10 Corridor as a vital gateway that reflects the <br />community's economic health, aesthetic standards, and commitment to growth. The City Council also <br />appreciates a robust invested business community. This Proactive Code Enforcement Plan outlines a <br />structured, consistent, legal, and collaborative approach to bring all corridor properties into compliance <br />with city codes. <br />To ensure fairness, consistency, and operational efficiency, enforcement activities will proceed in a clearly <br />defined geographic sequence, allowing staff to focus resources systematically while providing <br />transparency to property owners. The plan emphasizes due process, equity, community involvement, and <br />completion of a comprehensive corridor -wide compliance effort. <br />II. Objectives <br />Improve visual aesthetics and property conditions along the Highway 10 Corridor. <br />Bring all identified corridor properties into compliance with applicable zoning, property maintenance, <br />signage codes. <br />Encourage voluntary compliance through education, outreach, and support. <br />Apply enforcement measures consistently, predictably, and legally across all properties within the defined <br />scope. <br />Promote economic development by creating an inviting environment for residents, businesses, and <br />visitors. <br />III. Legal Authority <br />This plan is authorized under the City of Ramsey's City Code, consistent with the adopted Minnesota State <br />Building Code, the International Property Maintenance Code, and other relevant state statutes, including: <br />Minnesota Statutes Chapter 463 — Building and zoning code enforcement <br />Ramsey City Code — Chapter 2 — Administration <br />Ramsey City Code — Chapter 30 — Nuisances <br />Ramsey City Code — Chapter 105 — Buildings and Building Regulations, including the adopted 2021 <br />IPMC <br />Ramsey City Code — Chapter 106 — Zoning Code <br />Ramsey City Code — Chapter 108 — Sign Code <br />All enforcement actions will respect constitutional property rights, due process requirements, and <br />established appeal procedures. <br />
