CC Regular Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />5. 15. <br />03/10/2026 <br />Identify and implement operational efficiencies, cost savings and additional <br />funding sources. <br />Title: <br />Adopt Resolution #26-069 Authorizing the City Administrator to Execute a Grant Agreement For Crisis Response <br />Grant and Letter of Support <br />Purpose/Background: <br />The Ramsey Police Department has observed a documented increase in calls for service involving individuals <br />experiencing mental health crises, substance -use challenges, housing instability, and other behavioral health <br />needs. Staff has met with other area Police Chiefs who have current working Embedded Social Worker programs <br />within their Police Departments, and learned overwhelming support for these positions and how they help the <br />community members, as well as enhance the Police Departments' ability to provide timely crisis intervention, <br />reduce unnecessary involvement with the justice system, support diversion to appropriate services, and improve <br />follow-up with individuals who frequently interact with emergency services. <br />Time Frame/Observations/Alternatives: <br />The grant was open for application on 2/3/2026, with the informational meeting on 2/18/2026, and an application <br />due date of 3/16/2026. The grant period is anticipated to be approximately 23-24 months, beginning on or around <br />August 1, 2026, and ending June 30, 2028. <br />Funding Source: <br />A total of up to $7,538,726.21 is available for the 24-month grant period from the Department of Public Safety, <br />Minnesota Office of Justice Programs. The maximum amount an applicant can propose is $300,000 for the grant <br />period. Applicants may propose less than the $300,000 cap. Award decisions will consider geographic diversity <br />and the area served's population in grant distribution, based on grant applications received.
