Absent: CommissionerN.Bauer. <br />6.02: Public Hearing: Consider the Sketch Plan/Site Plan for Serenity at Rivers Edge <br />(Project No. 26-101): Case of Rivers Edge Development LLC <br />Public Hearing <br />Chairperson Gengler called the public hearing to order at 6:42 p.m. <br />Presentation <br />Senior Planner Anderson presented the staff report stating that staff recommends approval of the <br />Sketch Plan and Site Plan, contingent upon the applicant successfully obtaining a variance to the <br />standard tree inventory process. <br />Coini'nissioner Musgrove coinmented that the other homes look to be staggered and asked if the <br />new homes would also be staggered. <br />Senior Planner Anderson confirmed that is accurate. <br />Citizen Input <br />Doug Paulson, applicant, 10550 Mississippi Blvd NW, Coon Rapids, commented on his <br />experience in the building industry. He commented that these are gorgeous lots, along the river, <br />and they are going to try to build something nice to reflect that. <br />Chair Gengler asked if the applicant agrees to tlie recommendation of staff to move the homes to <br />the yellow line as recommended by staff. <br />Mr. Paulson replied that lie does not agree with that, as it will cause more tree removal. He stated <br />that he will build the home where it needs to be, but would prefer the other placement that would <br />not have as much tree removal. <br />Bill Hillyard, 13711 Dolomite Street NW, stated that this is a beautiful piece of land. He stated <br />that if it is going to be developed, he likes this plan as it does not encompass as many of the <br />minimum density standards that have been developed in this neighborhood. He agreed with the <br />applicant that there are areas closer to the river that naturally have fewer trees and would not <br />require the same level of removal. <br />Comi'nissioner R. Bauer asked how rigid the rule is to move the building pads to the yellow line in <br />order to preserve more trees. <br />Senior Plaru'ier Anderson stated that he is in favor of protecting and preserving as much of the tree <br />cover as they can. He believed that it would require a variance to deviate from the maximum <br />allowed front yard setback and the prevailing setback pattern. He cominented that there may be a <br />Planning Commission/ February 26, 2026 <br />Page 3 of 6
