<br />Mr. Rick Aberle, 17290 Germanium Street, requested an explanation of what is being discussed <br />tonight. <br /> <br />Associate Planner Geisler explained the cluster ordinance was passed a couple years ago. That <br />ordinance allowed property owners to take the permitted density at the time and put those houses <br />on smaller lots in a portion of the property, leaving the remainder of the property open for a time. <br />When those cluster standards were put in place there was quite a bit of concern, which is why the <br />Council put the moratorium on, in order to take another look at the cluster ordinance. When the <br />moratorium was put in place there was concern about improving the cluster ordinance to make it <br />a better ordinance. As the Council was reviewing the ordinance they were concerned there was <br />not enough information to effectively amend the cluster ordinance. That is the reason for the <br />interim Comprehensive Plan amendment with one house per 10 acres until they get to the 2008 <br />Comprehensive Plan date. <br /> <br />Mr. Aberle asked how this affects a 2 ~ acre lot. <br /> <br />Associate Planner Geisler replied there will be no effect to a 2 ~ acre home. This has an impact <br />on larger property owners who are looking to develop their property in the future. This would <br />reduce the number of units they could have on their property. <br /> <br />Chairperson Nixt explained this will not affect someone who owns a 2 ~ acre lot. It may impact <br />someone that owns an undeveloped tract of land greater than 2 ~ acres. Someone that owns a 10 <br />acre tract of land could currently subdivide it into four parcels; if this goes forward they could <br />only develop it as one parcel. <br /> <br />Mr. Aberle asked how this would impact him if his land adjoins a possible future development <br />that may want to purchase his land as part of that development. <br /> <br />Chairperson Nixt replied the developer who would be interested in acquiring the property would <br />have less interest in acquiring the 2 ~ acre tract because three more similar parcels would be <br />needed to make one buildable lot. <br /> <br />Mr. Aberle asked if this is outside any proposed MUSA development. <br /> <br />Chairperson Nixt responded in the affIrmative. <br /> <br />Mr. John Enstrom, 8702 181st Avenue NW, questioned if this change will basically put 75% of <br />Ramsey under the 4 in 40 ordinance. <br /> <br />Associate Planner Geisler replied the Rural Developing Area being discussed is north of the <br />MUSA line. There are a couple other rural districts north of the MUSA line. The Central Rural <br />Reserve Area and the Rural Preserve Area are not being discussed at this time.
